Is Steve going bald? He certainly thinks so, and he cannot stop worrying about it. Steve's panic is the engine of this episode, and Al gets dragged along for the ride.

This is the show doing what it did best: taking an everyday situation and pushing it until it becomes completely absurd. It is a perfect example of the show's fearless sense of humor, and it holds up just as well today.
